What “Massachusetts compliant” means at a dealer
In plain terms, when folks say a handgun is “Mass compliant,” they’re talking about whether a Massachusetts licensed dealer can lawfully sell or transfer that handgun to a qualified buyer under current state rules.
A few basics that trip people up:
License to Carry (LTC). For handguns, Massachusetts generally expects you to have an LTC (not just an FID). Licenses are issued through your local police department; Mass.gov’s Firearms Services hub and the firearms license and transaction FAQ are the places to start if you’re still working on paperwork.
National ads aren’t dealer approvals. A listing from out of state doesn’t mean a Ware shop can put that gun on the counter for you. What’s advertised nationally and what a Massachusetts dealer can transfer are often different conversations.
The dealer records the sale. When you buy from a dealer in Massachusetts, the shop handles the transaction recording. You don’t re-register that dealer purchase yourself the way you would some private situations—the dealer reports it.

How the Approved Handgun Roster works
Massachusetts maintains an Approved Handgun Roster—a list of makes and models that have gone through the state’s testing path and been approved for the roster. The official lists live on Mass.gov: Approved firearms rosters.
As of this writing (September 2026), the current handgun PDF linked from that page is the Approved Handgun Roster – August 2026. Rosters get updated; always use the newest file on Mass.gov, not a printout from last year.
A few practical notes from how the roster itself is written:
- Newer editions supersede older ones.
- Models are added over time after testing and board review.
- Dealers and buyers should check the current roster when they’re deciding what can be sold.
Important: roster membership is not the whole story. The August 2026 roster PDF says, in substance, that handgun transfers are also subject to the Attorney General’s handgun sales regulations (940 CMR 16.00), and that firearms on the Approved Handgun Roster do not necessarily meet those AG requirements. That sentence alone clears up a lot of myths. Being “on the list” matters—but it isn’t a free pass for every dealer sale.
The second layer: 940 CMR 16.00 (plain language)

In shop language, this layer is about whether a given handgun—by make, model, features, and how it’s offered for sale—meets the AG’s consumer-protection-style requirements for transfers to buyers in Massachusetts. There is no separate “AG approved handgun list” you can download next to the roster. People ask for that list all the time.
